What FREE desktop theme designer software program would you recommend?

I'm looking for the best possible FREE software program to create/design my own desktop themes. However, in addition to free software, if you would like to list any software that I can purchase, that would be ok as well. Links would be helpful. Also, if you could mention why you would recommend a particular software program, that would be great, too. Thank you!!!
